The ratings above were reached at the initial panel meeting in February 2009. The panel recommended that two or three leading members of the FSSC Board be asked to work with employers, government and key industry stakeholders to undertake a full review of the SSC and define a clear and more strategic remit for the SSC going forward. At an additional relicensing panel meeting in January 2010, the SSC was able to demonstrate sufficient progress in relation to the panel’s original concerns and the Financial Services Skills Council was relicensed. |

The ratings above were reached at the initial panel meeting in July 2009. The panel recommended that a leading member of the Board was asked to chair a full board level review of the organisation’s future including wide consultation with the industry and stakeholders to determine the quality of leadership required at executive and Board level and how best to support the sector going forward. At an additional relicensing panel meeting in January 2010 the SSC was able to demonstrate some progress in relation to the panel’s original concerns. Commissioners concluded that as a result of the changes at Board level, together with its revised strategy and delivery plans, that GoSkills be relicensed. |

At the initial panel meeting in May 2009, the panel concluded that it did not have sufficient evidence to relicense the SSC. The assessment ratings above were reached following the submission of further evidence at a supplementary panel meeting in January 2010 and Skills for Care and Development was relicensed. |

The above ratings were reached at the initial panel meeting in August 2009. The panel accepted the change process that had recently been implemented by the Board and in light of the timing of the relicensing panel asked the SSC to undertake further work to demonstrate whether the organisation had the vision and ambition to make a significant impact in the near future. At an additional relicensing panel meeting in November 2009, the SSC was able to demonstrate significant progress to the panel and Skills for Logistics was relicensed. |

Lifelong Learning UK |
No assessment. A formal independent options appraisal was concluded in July 2010 which resulted in LLUK Submitting a proposal to be relicensed as a SSC. A relicensing panel was convened on the 9 September. The Panel judged that the SSC was not able to provide a persuasive case that the option of retaining an SSC status was the best way forward in the current circumstances. Their primary concern was that the breadth of work and strategy required to fulfil their remit as an SSC was judged to be incompatible with the projected level of resources in their business model. The panel therefore concluded that it was not in a position to recommend that LLUK should be relicensed as an SSC. The panel recommended that LLUK’s current licence and core SSC contract should continue until 31 March 2011. This allowed the Government’s across the four nations to clarify what functions should be retained and identify suitable alternative delivery arrangements for these services. During this period the SSC would fall into a high risk banding for ongoing performance management. |
