This report follows on from the interim report published in July 2009. It reports on the progress made in the implementation of the recommendations made in the UK Commission’s initial report into the simplification of the skills system published in October 2008.

The report gives red/amber/green ratings to six areas for action identified in the 2008 report: talentmap, Integrated Brokerage System, Train to Gain core service, Train to Gain ‘Plus’, branding and bureaucracy reduction.

Our findings were informed by over 500 interviews with representatives from all areas of the system and by research into the views of almost 3000 employers. We conducted two day visits to all the English regions to understand how the system was working in practice, and also visited Wales, Scotland and Northern Ireland to understand how the skills systems there operate.

Our conclusions are cautiously optimistic. Progress has been good in a number of areas, but there is still more work to do if the system is to meet the needs of employers.
