Targets, measures, incentives and funding
This project focused on identifying measures to support the success and raise the aspirations of delivery organisations in the UK.
High performing delivery organisations are a necessary ingredient for achieving world-class employment and skills systems in the UK. Delivery organisations include agencies such as Jobcentre Plus as well as education, skills and welfare to work providers.
This project focused on identifying measures to support the success and raise the aspirations of delivery organisations in the UK. Which would contribute to driving the performance of the UK employment and skills systems into the top eight of OECD countries. The success of delivery organisations means, both their ability to deliver excellent outcomes for individuals and employers; and their ability to contribute positively to high level organisational/systemic aspirations and targets.
The project focused on answering the following four questions:
- What impact do the current organisational performance management frameworks, specifically targets, measures and incentives, have on the performance of delivery organisations?
- How does the flow of funding impact on the performance of delivery organisations? ‘Flow’ means the way it is prioritised and allocated at different governance levels as well as how it is structured.
- How can the employment and skills systems be simplified to enable delivery organisations to operate more efficiently? ‘Simplified’ means fewer processes and activities that are not primary, or important secondary contributors, to high performance.
- What factors, from the perspective of delivery organisations, enable or hinder their ability to improve performance?
We took a top-down and bottom-up approach to collecting data by interviewing central government stakeholders as well as a range of providers.
The findings fed into our projects on Simplification and the Review of Employment and Skills system.
