Simon is an Executive Director at the UK Commission for Employment and Skills. He leads on one of the Commission’s four priority outcomes – more collective action by employers through stronger sectors and local networks. In addition, Simon is also the lead Director for managing our strategic relationship with the Scottish Government and for developing the International strategy of the Commission.

Simon previously worked at the Sector Skills Development Agency and, before that, held a number of senior roles in government relating to skills, small business development and regional development. This included running the Enterprise Allowance Scheme, the creation of Business Link and more recently establishing the UK wide network of Sector Skills Councils. He has also worked at the regional level, managing the relationship with Training and Enterprise Councils and the launch of the Learning and Skills Council and Regional Development Agency in Yorkshire.

Simon started his career working as a training adviser for the Engineering Industry Training Board in Kent, was a management training manager and worked on the implementation of a distance learning programme called ‘Open Tech’, before moving into policy work in government.
